Before the onset of welfare programs in the USA, immigrants were REQUIRED to enter the USA LEGALLY, with health screenings (could stay if healthy, if not, sent home), AND HAD TO PROVE THEIR ABILITY TO SUPPORT THEMSELVES for at least one year in the USA. That was good.
