Not ture. Job Change can't work unless priority date is locked which can only happen 6 months from I-140 approval. Premium is best as always and 180 day clock starts as soon as it's approved. If he has to wait for 140 to approve (assume it take 6 months) then he has to stay another 6 months to get PD locked. It's foolish to debate on this topic unless he person know implications.
