there are already lots of home grown chip companies in India, but none of them are big.

bangalore has lots. Hyderabad also has a few.

they made the first indian designed processor platform under RISC V in IIT madras no?

the time is ripe for democratization of chip design. RISC V is totally free, unlike ARM platform. 

you can see 100s of companies in the near future. IIT M is teaching their RISC V design process to schools across the country.. sharing their designs.

Qualcomm is good, but 1000s of small/medium companies is great.
