Nah...such things are not sold at MRP or fixed prices. 

Prices of such things are determined by the market...demand and supply. Interest rates goes high, demand diminishes, and supply is in no demand and so, the price falls.

Cost won't decrease as such noticeably only thing there will be less property value appriciation for some time...

all the costs will go down

steel was down to 20000 rs per ton during 2008-2009

cement was down to 165 rs per bag
