states has limits on what it can tax. states has limits on how it can spend these 'central' benefits - some of them are not needed for the state, but they are not allowed to spend it on other projects.

states has limits on how much it can borrow. 

GST took further power to tax away from state govt.

Central govt controls the rupee.. It can generate how much ever credit it wants to, to fund development. But people of India own the rupee. And they can demand the center to release more for them. its simple.
