KCR used classic management technique and to be blamedd while adapting this scheme i.e announcing to be done date before even the planning started and owing not to go for polls if not done before 2018, thus putting extreme pressure on officials, contractors  and leaders. They literally scrambled to get to the deadline..to be seen if they can fix some of those issues
