I think this may be the reason PP was cancelled. 

Make it difficult to change jobs and if changed, then delay the decision and then reject it. That way candidates will leave the country. 

 

Companies won't complain this way as TCS already lost the employee and he is, after all, a new employee for the new company. 

 

Not sure if they can refile. Does this candidate have approved  I140?
