for me its looks legal.

These days Batsman can play anytype of shot but why can't a bowler?

You can bend your elbow upto 15 degrees as per ICC, so even bending it upto that angle is technically legal.

Its legal anukunta if the twirl is for every delivery.

The law goes on to add that only if 360-degree twirl should be part of the bowler’s run-up for every delivery, then can the umpire step in to deem if the action was done to distract the batsman.
