yes he can work until his H1B transfer decession is made ( only if I-94 is not expired)

 i dont think so ,  he can not revive

60 days grace period is only applicable if you got laid off , in your case 60 day grace period is starts from the day you left your previous employer/last workingday

yes he can as long as your i -94 is valid/ with in the 60 day grace period

You cannot assume old petition or I-94 is valid (advised by attorney). Unfortunately he need to file from India and wait until at least Feb 2019 when Premium resumes in order to get a decision.
