if you like cold weather, can work odd jobs if you cant get a real job and can deal with high cost of housing and taxes, its your place. Canadian economy is 10-15% dependent on US. Most of tech jobs are being taken by thatha flushed out people from US. Prepare to face high competition in good paying jobs.

Yes. PR is easier than in US. Once upon a time it was hard since the company has to prove that there is no German that can replace you for work permit. But now I think work permits are easier. Once you stay for certain number of years 4 years I think you can apply for PR and 8 years after that citizenship
