NO.

Rafael jets are being ordered in fly away condition. The main reason being the immediate need for the jets as Indian airforce is now about 10 squadrons short. 

Plus tech transfer, setting up assembly plan take years...literally years.

Assembling of jets involves technology transfer which Dassault or for that matter no other defence company would do unless they have really long term contract for hundreds of jets.

HAL assembling Rafael jets is really invalid and illogical. This is never the case nor the requirement.
