sare TG saw the highest improvement in governance standards ey anukundaaam yet your thread title says something else

i'm not going to haggle on that, i'll let that slide

if 2017 or earlier ranks were considered as benchmarks to rank the corresponding states improvements in the categories

can you explain me one thing 

 

can you explain me one thing , if these are the current states rankings as per governance, how come states like Rajasthan improved from rank 6 to rank 1 in a yr , Gujarat that improved to rank 2 from rank 14 and Maharasthra that improved from rank 17 to rank 3  are not  up in the most improved rankings list compared to Telangana that only jumped up 2 spots from rank 10 to rank 8?
