i think u r referring to AP projects..naaku telisi vallu auditing ki pilchinappudu about spending limits..state govt didnt respond on time..3 times reject aindi anduke..

later in march 2018 AP govt decided to submit the details for audit..and cried fouled on Center..thats when the terms between Center and State went wrong..

appati varaku baga unna relations akkade debba kottai....

Center was asking for the fund spending for long time..anduke they halted the release..

okay, let me put it this way.

Oka scheme vuntadi, mid day meals scheme ani telusa ? Govt school pillalaki afternoon cooked meals pedtaru..

mee fcuked up state lo pedtaru. infact motham country lo vundi ie scheme ipudu. Every year, central government allots funds for this scheme and state governments implements. 

mee state ki kuda, yearly oka 1000 crores allot chesinaru anuko ie scheme la, CBN will use 900 crores of this budget. inko 100 crores  migilindi kada, polavaram kattukunta, amaravati lo idly stand building katukunta , secretariat ki water proofing chepistha ante nadavadu...a migilina 100 crores will go back to central treasury as unspent. 

Any unspent money will have to go back...no matter what the purpose is.

bongu sitti bongu.... center official ga oka mata chepadu... they just want to delay the process... 1000crs peanuts when you look at how much AP gov alone spent on it... AP gov spend chesina amount reimburse chesina oka 5kcrs vastai back...

and they didnt see any problem.. by delaying the work for 3months.. we missed crutial deadlines and its summer time and there is no water in that region.. which is ideal for building..
