but what do u think was the main reason for being in-sync for three years and then fighting with the Centeral in the 4th year..

Basically AP chesina pedda mistake ide....funds diversion. Unspent amount n central schemes and allocated to other schemes have been massively diverted.

All these can be linked to Polavaram. Transtroyy default stage ki poindi....then project cost was revised, other contactor was called in to complete and speeden up the works, ide phase lo ie funds diversion and mis use...

apart from the Polavaram benefits, It has tuned as a white elephant. 

TG lo Kaleshwaram, AP lo Polavaram...motham state finances ni debbateesinayi....it will take forever to come out of this mess.

3kC might be less..but 25K might include private stuff as well for whcih govt is not responsible
