Need Help on H1b Stamping (candidate has got White Slip)

Hi All,

My Cousin went to Hyderabad consulate for H1b stamping and he received white slip from them, They have asked him usual questions only and took his passport.

But his details are
Bachelors and Masters in Chemical Engineering, H1 got picked this year only and doing his Job in chemical field only working for an MNC>

So my question is how fast they can give back the passport.
