Can buy new Apartment flat which is in mortagage ?

Hyd lo Apartment construction final stages lo undi .... builder said there is a flat available  which is in government mortagage ... (never heard of this ) ... 

He can’t register this until government releases the mortgage ... which they would after final inspection of completed apartment ( estimate  4-5 months )...

is there risky buying now (they are asking at least 40% now) .... coz of demand .

so technically you are paying of what he paid to gov..if he is reputed builder there should not be any issue..you should be going for this only if you are getting a great deal on it..regular price aite picha lite..there is a chance of having deviations on the project

i am interested in this coz of floor and size of flat ... otherwise he is asking me to take other one in different floor which is immediate available
