Agree on loopholes and govt responsibility on fixing those, in general. But, koulu raithu argument is not a loophole, it was done deliberately and rightly so.

2011 lo already govt land cultivators license act theesukuni vachindhi AP govt and they started issuing those certificates even ts govt vachaaka kuda avi issue chesthunnaru so that they can borrow loans from banks with those certificates. Govt ey how to identify antey antha kanna comedy emuntundhi cheppu.  Well there is no point in discussion here lite ley.
