1990 lo Rajiv Gandhi prime Minister kaadhu bhayya, kaani appudu unnadhi coalition government supported by Congress. Vp Singh and then chandrasekhar are the prime ministers during that time period supported by Congress led by Rajiv Gandhi. All the policy decisions are taken only with Rajiv's approval. Govt appudu Chala weak. According to kcr, I think during that time period, IBM came up with this proposal and Rajiv asked AP cm to take care of it.
