Generally a website with needs to retrieve information from database is usually build in PHP,MySql....are they any programming languages which are more efficient and easy to build websites with database connectivity,I heard there are many frameworks where we can readily use them instead of coding from scratch...any inputs??

Depends on business requirement...

based on resources and skillset ..few options

MEAN stack

ASP.NET MVC /Core with SQL Server (you can use MySQL also with MVC)

Java lo Spring MVC etc i guess ref: @Amrita

being a .net dev i am inclined towards MVC and SQL server :D .. it;'s scalable..proven.. you can use SQL azure and purchase cores/DTus based on user traffic. also there are auto scale options. also host your site as azure app service

For UI/UX any new javascript frameworks like angular, react -- becuase they are more mobile friendly and support for progressive mobile apps.

back end - asp.net core  with sql server or it doesnt matter - any framework which supports rest apis and which can be developed and deployed with TDD and devops is best.
