According to the Wall Street Journal, the White House is considering scrapping the president's trip to Switzerland for the 2019 World Economic Forum if he cannot reach a deal with Democrats to reopen the government. In 2018, Trump also briefly weighed postponing his trip until a separate government shutdown ended.
