Looks like you don't know a lot about polavaram. 

 

They are building the project at a different place. Once the project is completed, River will be diverted to the project place using coffer dam, which will be completed by the time project completes.

Dude for the purpose of construction they have diverted the river by building two temporary dams called coffer dams
