I140 - FOIA

FOIA request lo I mentioned "required I-140 Approval copy", but I received a 20 page long I-140 Application form which had an Approval stamp on the first page. 

Did any one receive an approval notice of I-140 from FOIA instead of form?

This is what I expected (sample document), but received I140 application form (yes, there is receipt number on it)

but manaki just receipt number vasthe enough to change jobs.
