IELTS is accepted globally so it is better to attend but lot of conspiracy that some centers purposefully evaluating based on race. If your purpose if for Canada PR you can try CELPIP  (similar to TOEFL)

toefl easy kadha...  most of the US uni accept it....   konni pichi uni accept without toefl  but you have to take english course at the uni  wich costs lot of money.. okka $200 petti toefl rasey.. easier
