Yes, you are missing the fundamental point. Gov is paying the well care money for their citizens by collecting the taxes from current employees and most of the good amount of money (maybe a little portion, i'm not comparing entire country budget but at least to an extent that money is re purposed) paid by immigrants who are powering for decades.
