According to the indictment filed by United States Attorney Matthew Schneider with the US District Court, Eastern District of Michigan, the “conspiracy to commit visa fraud and harbour aliens” by the arrested persons included ‘overt acts’ like telephone calls, collection and payment of cash, emails, enquiries and so on.

According to the indictment, Santosh Reddy Sama, on February 12, 2017, telephoned an HSI undercover agent regarding enrolling in the University of Farmington without attending classes in order to fraudulently maintain his immigration status. The same day, he emailed a recruited student’s application to the university. On March 1, 2017, Suresh Reddy Kandala telephoned an HSI undercover agent, with the same request followed by Bharat Kakireddy on May 8 and 10.
On July 17, 2017, Avinash Thakkallapally also approached the agent. The next day Sama called the agent regarding two to three students ‘Sama and Thakkallapally mutually recruited’. Sama also discussed student referral fee. On September 14, 2017, Kakireddy came to the university and collected US$ 5,000 for recruiting students. Such enquiries, requests, collection of cash etc are among the charges listed against each of the arrested persons.
