Didn't Center passed 10% bill with constitutional amendment ? So I think even courts can't do anything if states manipulate this bill.

Sad part is even Rich Kapu's can use this 5% reservation. So this is not helpful to even poor kapu's

in AP kapu's are almost half of forward caste population. So Even with out this special kapu bill , poor kapu's would have been benefitted in that 10%. But now 5% can go any rich or poor kapu's
