yep YSR too. But initially started during CBN second term during 2000, 2001 . 

But finally it came down to a point where number of engineering seats available were more than total number of people writing EAMCET. That messed up all the quality.

Even ysr increased the engg colleges. Cbn cheste he helped telugu people to go to America YSR chese Engg value teesesadu.. Ultimately engg colleges was a booming business at that time and every one with 10 acres of land in the outskirts and 1c in hand wanted to start a college..

True. people without engineering degrees also came in huge numbers before engineering colleges seats raised. by doing degree and NIIT and Aptech, CMC courses. 

So even without engineering colleges people would have came to US anyway.

Every average to medium big shot in the town or village was lobbying to open a college.. vallu colleges open chesindhi managment seats kosam kadhu man... fee reimbursemnet undhi kadha evadini padutahy vadini college lo tehskunaru with out merit andhuke hyd lo unna colleges anni benifit ayayi ....  urlo open chesina colleges biscuit ...
