First state to take advantage of such policy was Karnataka because there was huge demand for engineers in bangalore area, Thanks to ISRO, Research centers and IT back offices. Thats how Karnataka spearheaded I’m provat engineering education. Which was followed by Tamil Nadu and AP. Even if there someone else in the place of CBN, AP would still have had similar number of engineering colleges sooner or later. Quote
