Actually they do, but not in a scale that can create a working modern civilization with complex structure. So they have a 3rd party to enforce the promises (contracts) they made to each other. so now this 3rd party has grown so big and powerful that it can command people to its will. designate where people can go and not go.. do and not do.. and people who elected this 3rd party to regulate their transactions are letting this 3rd party dictate every aspect of their life. Even kings were not this powerful. Quote
