application is tied with employer, multiple applications with multiple employers always possible even with biometric. H4 ki biometric requirement started since March 11 if I'm not wrong.

H4 ki Starting from March 21st you have to go for Biometric....

They did not mention specifically for H4 ... the statement was "who ever files I539 form they have to go for Biometrics Starting March 21st 2019" ...
