Operational history is good for Cumberlands:  regional accreditation; non profit; founded in 1889; run by baptists; etc. 

Campsbellville: regional accreditation; non profit; founded in 1906; run by baptists; etc.

Basically, USCIS can't force these universities to stop issuing CPTs, as these schools, unlike acics schools and for-profit schools, are not violating any thing. 

USCIS will go after those who used these CPTs in creative ways:

(a) CBP at POE 

(b) RFEs when COS is filed

(c) visa stamping

Some of it goes to their endowments.  President, provost, etc, will get fat bonus.

Look at Cumberlands' 2018 tax return and you can see where it is going.  In 2017, they received 50M tuition fees; in 2018, its 81M. Thats 30M increase. However, their assets increased by 8M. That 21M diff might have gone to salaries, bonuses, any extra teaching staff. Etc.

USCIS can't do anything to these schools. Yes, USCIS/DHS sends some field personnel to schools and will have a chat with DSOs. That's it. If the field staff want more answers, DSO will have their attorneys present.  USCIS can't threaten these schools, the way they can threaten some chinese-run schools in California.  Whatever Cumberlands is doing legal. They are not using the tuition fees for some personal loans like SVU' couple did.

That's why USCIS will go after the students who used Cumberlands/Cville/day1 CPT. That Quartz article you referred to, talks about some educational recruitment agent in Hyderabad, who made $1.5M by sending people to these schools. American consulates in India know this scheme in 2011 itself. 

A small SQL query against SEVIS database will help them find out all problematic, yet legal, schools. Consulates and USCIS will keep this list in order to use their discretion to deny stuff.
