Despite Senate leader Mitch McConnell's effort to get Democrats to vote against their own proposal, dozens of Democrats voted "present" as Republicans blocked a resolution of support for the Green New Deal. Four Democrats — Manchin, Sinema, Jones and King — joined Republicans in voting "no."
