summer suggestion-ac

Our apt gets direct sun and there is no near by tree/building that covers.. we have curtains inside but its still not sufficient...can we keep anything like curtain/paper/foil outside window (stick to windows) to reduce some sunlight/heat...

Also, any portable suggestions on ac.  no centralized ac. We bought below ac last year but was not at all good. Only hot air is blown out but the room doesn't get cooled even after 2 hrs and this ac is lot noisy (sound) too.
