Anta Assamey Posted May 2, 2019 Report Posted May 2, 2019 In what can be called as major diplomatic victory for India, Jaish-e-Mohammed chief Masood Azhar has been listed as the 'global terrorist' by United Nations Security Council (UNSC). In the past, China has opposed UN from designating Masood for four times. Now that China has withdrew its opposition finally, UNSC has declared Masood Azhar as 'global terrorist'. China had to persuade this after the mounting pressure from countries, which are part of UN council, like US, France and Britain. Syed Akbaruddin, India's Ambassador and Permanent representative to UN, has officially made this announcement and he also tweeted: "Big,small, all join together. Masood Azhar designated as a terrorist in @UN Sanctions list. Grateful to all for their support. #Zerotolerance4Terrorism". Reacting to it, the Pakistan authorities have raised no objection for listing Jaish chief as global terrorist. The Jaish-e-Mohammed group has claimed responsibility for the dastardly Pulwama attack, which killed 41 Indian Jawans. Since then, India has been diplomatically making efforts with UN to list him as global terrorist. Earlier in the March, the proposal by India was supported by US, France and Britain, but China being a permanent veto-wielding member had put technical hold on the it. Quote

పుల్వామా ప్రస్తావన లేకపోవడంపై కాంగ్రెస్ అసంతృప్తి ఐరాస: అంతర్జాతీయ వేదికపై భారత్కు దౌత్యపరంగా పెద్ద విజయం దక్కింది. దేశంలో అనేక ఉగ్ర దాడులకు పాల్పడ్డ పాకిస్థాన్ ప్రేరేపిత జైష్ ఎ మహ్మద్ అధిపతి మసూద్ అజార్ను ‘అంతర్జాతీయ ఉగ్రవాది’గా ఐరాస ప్రకటించింది. అతడిని నిషేధ జాబితాలో చేర్చే అంశంపై పదేళ్లుగా మోకాలడ్డుతూ వచ్చిన చైనా తాజాగా అంతర్జాతీయ ఒత్తిడితో తన వైఖరిని మార్చుకోవడంతో ఇందుకు మార్గం సుగమమైంది. ఐరాస భద్రతా మండలి నిర్ణయం వల్ల అన్ని దేశాలూ తక్షణం అజార్, అతడి సంస్థ ఆస్తులు, ఆర్థిక వనరులను స్తంభింపచేయాల్సి ఉంటుంది. ఆయుధ విక్రయాలు చేపట్టకూడదు. అతడి ప్రయాణాలపై నిషేధం విధించాల్సి ఉంటుంది. అయితే ఐరాస తీర్మానంలో జమ్ముకశ్మీర్లోని పుల్వామా ఉగ్ర దాడి ప్రస్తావన లేదు. కరడుగట్టిన ఉగ్రవాది అయిన మసూద్ అజార్ను అంతర్జాతీయ ఉగ్రవాదిగా ప్రకటించేందుకు భారత్ పదేళ్లుగా ప్రయత్నిస్తోంది. భద్రతా మండలిలో వీటో అధికారమున్న శాశ్వత సభ్య దేశ హోదాలో చైనాయే ఈ ప్రయత్నాలన్నింటికీ మోకాలడ్డుతూ వచ్చింది. అజార్పై వచ్చిన ప్రతిపాదనను ‘సాంకేతిక నిలుపుదల’లో ఉంచింది. ఆంక్షల కమిటీ తన నిర్ణయాలన్నింటినీ ఏకాభిప్రాయం ద్వారానే తీసుకుంటుంది. ఈ ఏడాది ఫిబ్రవరిలో జైష్ ముఠా జమ్మూకశ్మీర్లోని పుల్వామాలో ఉగ్రవాద దాడి జరిగిన కొద్దిరోజులకు భద్రతా మండలిలోని ‘1267 అల్ఖైదా ఆంక్షల కమిటీ’ ఎదుట ఫ్రాన్స్, బ్రిటన్, అమెరికా మరోసారి ఈ ప్రతిపాదన పెట్టాయి. యథావిధిగా చైనా ఈ ఏడాది మార్చి 13న ఆ ప్రతిపాదనపై ‘సాంకేతిక నిలుపుదల’ విధించింది. పరిశీలనకు మరింత సమయం కావాలంది. అయినా భారత్ పట్టువదలకుండా మిత్రదేశాలతో ఈ అంశాన్ని గట్టిగా ప్రస్తావించింది. ఈ నేపథ్యంలో ఇటీవలి కాలంలో అజార్ను బ్లాక్లిస్ట్లో పెట్టేందుకు అభ్యంతరపెట్టవద్దంటూ చైనాపై అంతర్జాతీయంగా ఒత్తిడి పెరిగింది. ముఖ్యంగా అమెరికా గట్టిగా ప్రయత్నించింది. దీనిపై తీవ్రస్థాయిలో చర్చోపచర్చలు జరిగాయి. చైనా ఇలాగే మోకాలడ్డుతూ ఉంటే భద్రతా మండలిలోని బాధ్యతాయుత దేశాలన్నీ ‘ఇతర చర్యలకు’ పూనుకోవాల్సి వస్తుందని కొన్ని దేశాలు హెచ్చరించాయి. ఈ నేపథ్యంలో చైనా మెత్తబడింది. అజార్ విషయంలో తన అభ్యంతరాలను ఉపసంహరించుకుంటున్నట్లు మంగళవారం సంకేతాలిచ్చింది. ఈ మేరకు చైనా తాజాగా తన సాంకేతిక నిలుపుదలను తొలగించింది. దీంతో ఐరాస ఆంక్షల కమిటీ బుధవారం మసూద్ను అంతర్జాతీయ ఉగ్రవాదిగా ప్రకటించింది. ఉగ్రవాదులకు ఆర్థిక నిధుల సమీకరణ, ప్రణాళిక, ముష్కరుల నియామకం, ఆయుధాల సరఫరా, విక్రయం, జైష్ ఎ మహ్మద్తో ముడిపడిన ఇతర వ్యవహారాలకు సంబంధించి అతడికి అల్ఖైదాతో సంబంధం ఉందని నిర్ధరిస్తున్నట్లు తెలిపింది. ఎన్నో ఏళ్ల శ్రమ: భారత్ ‘‘చిన్న, పెద్ద దేశాలన్నీ ఒక్కతాటిపైకి వచ్చాయి. ఐరాస ఆంక్షల జాబితాలో మసూద్ అజార్ను ఉగ్రవాదిగా చేర్చాయి. దీనికి అందరికీ కృతజ్ఞతలు’’ అని ఐరాసలో భారత శాశ్వత ప్రతినిధి సయ్యద్ అక్బరుద్దీన్ పేర్కొన్నారు. ఎన్నో ఏళ్లుగా దీని కోసం తాము తీవ్రంగా ప్రయత్నిస్తున్నందువల్ల తమకు ఇది గొప్ప విజయమని చెప్పారు. ఇది సరైన దిశలో చేపట్టిన సరైన చర్య అని భారత విదేశాంగ శాఖ అధికార ప్రతినిధి రవీశ్ కుమార్ పేర్కొన్నారు. ఉగ్రవాద ముఠా నాయకులపై తమ చర్యలు కొనసాగుతాయని తెలిపింది. సవరించిన ప్రతిపాదనలకు అభ్యంతరం లేదన్నాం: చైనా మసూద్ అంశంపై తాము సంబంధిత పక్షాలన్నింటితో కొంతకాలంగా సంప్రదింపులు సాగిస్తున్నట్లు చైనా తెలిపింది. ‘‘అమెరికా, బ్రిటన్, ఫ్రాన్స్లు ఇటీవల తమ ప్రతిపాదనలను సవరించి ఆంక్షల కమిటీ ముందుంచాయి. వాటిని జాగ్రత్తగా అధ్యయనం చేసి, సంబంధిత పక్షాల అభిప్రాయాలను పరిగణనలోకి తీసుకున్నాక లిస్టింగ్ ప్రతిపాదనకు మాకు ఎలాంటి అభ్యంతరం లేదని చెప్పాం’’ అని చైనా విదేశాంగ శాఖ అధికార ప్రతినిధి గెంగ్ షువాంగ్ తెలిపారు. పాకిస్థాన్ గట్టి చర్యలు తీసుకోవాలి: అమెరికా అజార్ను ఉగ్రవాదుల జాబితాలో చేర్చడాన్ని అమెరికా స్వాగతించింది. అంతర్జాతీయ సమాజానికి ఇచ్చిన హామీలకు అనుగుణంగా ఉగ్రవాదంపై గట్టి చర్యలు తీసుకోవాలని పాకిస్థాన్ను కోరింది. బ్రిటన్ కూడా తాజా పరిణామాన్ని స్వాగతించింది. మసూద్ విషయంలో తాము చేసిన ప్రయత్నాలు విజయవంతమయ్యాయని ఫ్రాన్స్ పేర్కొంది. ఆంక్షలు అమలు చేస్తాం: పాకిస్థాన్ మసూద్పై ఐరాస విధించిన ఆంక్షలను తాము తక్షణం అమలు చేస్తామని పాకిస్థాన్ తెలిపింది. పుల్వామా దాడితో మసూద్కు ముడిపెట్టడం వంటి రాజకీయ ప్రస్తావనలన్నింటినీ ప్రతిపాదనల నుంచి తొలగించాక అతడిపై ఆంక్షలకు తాము అంగీకరించినట్లు పాక్ పేర్కొంది. ఇది మోదీ ఘనత: భాజపా మసూద్ను అంతర్జాతీయ ఉగ్రవాదిగా ఐరాస ప్రకటించడం మోదీ ఘనతేనని భాజపా అధ్యక్షుడు అమిత్షా పేర్కొన్నారు. ఐరాస ఆంక్షల కమిటీ చర్యతో భారత వాదనకు సమర్థన లభించినట్లయిందని కేంద్ర మంత్రి అరుణ్ జైట్లీ చెప్పారు. భారత్కు పెద్ద విజయం: మోదీ మసూద్పై ఐరాస ఆంక్షలు విధించడం ఉగ్రవాదంపై పోరులో భారత్ సాగిస్తున్న ప్రయత్నాలకు పెద్ద విజయమని ప్రధాన మంత్రి నరేంద్ర మోదీ పేర్కొన్నారు. భారత గొంతుకను అంతర్జాతీయ వేదికలపై ఎంతమాత్రం విస్మరించజాలరని తాజా పరిణామం రుజువు చేస్తోందని చెప్పారు. మసూద్ విషయంలో ప్రపంచంలో ఏకాభిప్రాయం వ్యక్తంకావడం సంతోషాన్ని ఇస్తోందని తెలిపారు. ఇప్పుడు 130 కోట్ల మంది భారతీయులు ఐరాసలో ప్రభావం చూపుతున్నారని చెప్పారు. ‘‘ఇది ప్రారంభం మాత్రమే. తదుపరి ఏం జరుగుతుందో చూడండి’’ అని తెలిపారు. నియంత్రణ రేఖ ఆవల జరిపిన మెరుపు దాడులనూ ఆయన ప్రస్తావించారు. పాక్లోని కొందరు ఉగ్రవాదానికి వ్యతిరేకంగా మాట్లాడుతున్నారని చెప్పారు. ఈ సందర్భంగా ఆయన కాంగ్రెస్ అధ్యక్షుడు రాహుల్ గాంధీపై విమర్శలు గుప్పించారు. కక్ష్యలోని ఉపగ్రహాన్ని కూల్చివేసే పరీక్షను నిర్వహించడానికి కూడా మునుపటి కాంగ్రెస్ ప్రభుత్వం భయపడిందన్నారు. జాతీయ భద్రతపై రాజీపడిందన్నారు. అంతర్జాతీయ ఉగ్రవాదిగా గుర్తిస్తే ఏమవుతుంది... ఐక్యరాజ్యసమితి భద్రతా మండలి అంతర్జాతీయ ఉగ్రవాదిగా గుర్తించడం వల్ల మసూద్ అజహర్కు వివిధ దేశాలలో ఉన్న ఆస్తులను స్తంభింపజేయడంతో పాటు అతడిపై ప్రయాణ నిషేధం కూడా విధిస్తారు. ఆయుధాలు కొనుగోలు చేయడానికి వీలుండదు. అతడితో సంబంధం ఉన్న వ్యక్తులు, సంస్థల ఆస్తులు, ఆర్థిక వనరులన్నింటినీ ఎలాంటి ఆలస్యం లేకుండా స్తంభింపజేయాల్సి ఉంటుంది.
