Canada offers to take back rotting trash, averting 'war' with the Philippines

In April, Philippines President Rodrigo Duterte threatened to "declare war" with Canada if it did not take back containers of rotting waste that were dumped near Manila by a Canadian plastics exporter. On Thursday, Canada's foreign minister confirmed that the country has made an offer to the Philippines to return the trash.
