if the issue is with project planning and implementation then its CBNs fault. I think this is the case.

He should focus on the actual issues like Rehab , Resolving dispute with neighboring states , Getting central agencies approvals for redesigns he did , work on making progress on supreme court cases etc. Appude em ina hope.
