banks ki kooda poyedi em vundi. they write off the loans and take some small actions on officers.  And then recover those losses from sincere customers 

bank employees take bribes from these fraudsters any way, so getting small punishments is worth it. arrest ina kooda konni months lo bayataki vachi they can enjoy the money rest of their life.
