I am not so sure about this hearsay. Even I heard about opium being another ingredient. My friend did extensive research on this, even bribed a guy who used to make Irani Chai. What he found out was just some biscuit powder and creamy milk.

100 years ago, opium was possible. Today, it is expensive. Even today Iranians are major opium addicts, about 3%, just like the way khat leaves are consumed in Yemen.
