Visitor visa for In-laws handicapped

Guys, 

My in-law is handicapped. Wanna go for visitor visa. Any special things do we need to request. Is there any way we can ask for fingerprints and Visa on same day?

Also can we schedule Telugu interview in Chennai consulate?

Don't know the rest of the things... but CHENNAI lo TELUGU interview ... YES you can ... for other things... CITI#H@
