Assuming TDP is going to Win:

not sure why they want to postpone in this case unless there may be serious discussions going on at the centre.

 

Assuming TDP going to lose:

they can cancel on 23rd (day of results).

 

I am not sure if I understand the logic behind the scenes. 

 

I think its more of a Money thing as they already spent a lot of money in elections.
