At the same time, PV played it safe in the Delhi darbar, as he also learned his lessons after being the CM of Andhra, when he implemented the land ceiling act (on the one hand, Indira wanted this act from the outside; however, powerful politicians like Jalagam Vengal Rao and others opposed it). I think politicians who come from the grassroots or at least win in direct elections, learn many lessons, which darbari politicians don't.
