Just for people to know how it works...

There is a sub-division within R and B department which also looks after the government's official programs in the city. Only in the city.

Any government programs which are official, which means the event is mentioned in the calendar, this department organizes the decoration and other facilities.

GHMC maintains the NTR park, but ie flower decoration and all the stuff is not what GHMC looks after.

Like I said, GHMC maintains the park but any official programs will be taken care by the hyderabad region R and B department. 

GHMC never makes arrangements for public functions. Even if it Ambedkar Vardhanthi, Flower decoration of statue on Tank bund will be taken care by R and B.
