all govts are corrupt. especially govts in a fast growing economy.

because a fast growing economy requires things to move fast, and govt procedures are too cumbersome for that. so palms will be greased.

if you say CBN is the most corrupt, then it means the economy grew fast under him, which is not true. you say he siphoned off central funds, or allocated contracts only to his toadies, even that is not possible unless there was huge infusion of funds to the state. At best, I'd say, CBN wanted to be corrupt, but wasn't allowed, because center isn't itself swimming in cash in the last 5yrs.

you simply can't have a corruption free govt, and also want high growth.
