Employer manages but few of my friends have LCA at two different locations and get pay roll run just like us. 168 hrs a month for each client. They say its legal too. As far as you are working for your employer you are employee of that company and you can work legally for multiple clients but 80 hrs a week legal or not i am not really sure.
