If I'm not mistaken then Montana would be the only state that would allow marriage when neither party is present. ***** marriages tend to be fairly complicated due to security, immigration, and safety concerns.

You should contact the state bar to get referrals rather than just going with the first one you come up with. It'd cost some money, but if you go through the Bar Association (which is the organization that licenses lawyers) you're much less likely to be scammed.
