I have seen dramatic difference between people who live in Apartments (they smoke, drink, party a lot) and people who live in own houses (usually turns off lights by 8:30 PM or so) and are more family oriented.

No.  Having sex before 18 is considered "statutory rape", if the age diff between partners is more than 3 years.  

'You shall not murder' is a commandment. Because of this, we have theories that justify wars. Whenever some one violates a moral principle, one provides 'mitigating circumstances'. These are all 'loopholes', if you want to call these mitigating circumstances.
