Boy B (poor soul, on H1)- Married to Girl C and Marriage is active not divorced.

Now the questions are

1. Can Boy B marry Girl A without divorcing girl C

2. If the answer to Question 1 is Yes, what would be the status of Girl C?

Where is Girl C? Do they have kids? 

USCIS will be happy to look at A-files if you send the proof of an earlier marriage of B to C. That is enough to revoke gc, denaturalize him if and when he becomes a citizen. One of the questions on I-485, N-400: have you ever practiced polygamy. So, he'll have to lie. 

Some of these immigrant buggers don't even list the kids they had with another woman or 'un-official' wife (married in their own country, but never divorced). These are the issues that can cause problems later (when a citizen parent wants to sponsor his teenage kids); in some cases, these mistakes can cost one's hard earned citizenship.

He can get a divorce by publication. It is as if he doesn't know where his wife lives.

Nevada 30 days divorce with mutual consent.

There are some countries that allow divorce with power of attorney.

Divorce is easy, when there is a mutual consent. In California, even with a mutual consent, one has to wait for 6 months.

If C is on H4, how can B lie about his marriage? Guys, don't think that USCIS is stupid. They even look at DS-160 application to look for any inconsistencies.
