take 1 girl for example.........she has 2 legs 
she has  a bag with 7 big cats......
now take 1 big cat............it has 7 small cats so 7*4 =28 legs + 4legs of big cat =32 legs
32*7 big cats =224
each girl has 7 so 224*4=1568+2(legs of the girl) = 1570
7girls * 1570 = 10990

so thats the answer
