May be state Govt should form some companies (that don't compete with what the state already has) and hire unemployed youth. They can sell the companies once they can show revenue and/or profit and move on like that. 

 

That would be much much better than welfare schemes 

 

State financial situation isn't as bad as it was projected. It's politicians implementing welfare schemes and distributing money to people
