example: Chennai has 50% less water this year.. so what to do?

solution from tamil/indian genius: take water from some lake 50kms away from chennai.

don't ask people to control their water intake. don't demolish buildings on top of lakes inside the city. nothing. Just get water from that far away place, and when it runs out.. go 150km away.. and so on and so on.

if govt cannot complete full term, there will be an election now.

if there's a common date for central and state, the next govt's term will be less than 5yrs.

if there's a problem with elections costing too much money, then find ways to reduce that cost.

one way to reduce it is to scrap election commission, and the obscene powers they hold during election times. This single act alone will bring down costs by more thnan 50% perhaps.
